The New York State Geological Association field guide by Young and Briner records glacial Lake Tonawanda's highest level at about 590 feet near Niagara Falls, with the lake roughly 58 miles long and 30 feet deep and persisting from about 12,400 to 9,000 radiocarbon years ago. The city is built on its floor: a nearly level plain of silt and clay laid down in still water, bounded by the Niagara Escarpment to the north and draining, slowly, to the river. The Erie County soil survey's description of the Tonawanda Plain across the county line, where some areas are susceptible to flooding and the Niagara soils hold a water table within about a foot and a half of the surface in winter and spring, describes the same deposit.
Flat ground with a shallow water table and a long, snowy winter is the Buffalo-area basement problem in its plainest form. NOAA's normals for the Buffalo airport, the nearest long climate record, give about 95 inches of snow a season and roughly 124 days at or below freezing; Niagara Falls shares the melt and the frost.
The ACS 2024 five-year estimate counts about 26,300 housing units in the city. Roughly 37 percent were built before 1940, about 15 percent in the 1940s and 23 percent in the 1950s, with fewer than 5 percent built since 2000. The older neighborhoods east and north of downtown carry stone and brick foundations under two-story frame houses; the 1940s and 1950s streets toward the LaSalle section and the north end are hollow block and some early poured concrete.
Those foundations were built without footing drains or sumps, and many had downspouts tied into old sewer connections that have since failed. The basement pattern is seepage through stone joints across the wall face, water at the cove joint after the melt, block walls leaking at the bottom course, and, on some streets, water rising through a floor drain during a hard rain, which is a sewer matter rather than groundwater.
The reliable approach for these houses is an interior perimeter drain at the footing with a drainage board over stone and brick, weep holes in block, and a sump with a sealed lid, a continuous-duty pump and a battery backup. Downspouts are traced and rerouted, since a failed underground connection is one of the commonest causes of a new leak in an old Niagara Falls house. Where the floor drain is the entry point we say so and point you toward a backwater valve rather than selling a drain that will not touch the problem.
Discharge follows the city of Niagara Falls' rules for sump and storm water, and on this flat plain the line is graded to drain and fitted for freeze relief. Being in Niagara County does not change the work; it changes which department confirms the outlet.
