Erie County's soil survey, published by the USDA Soil Conservation Service, puts the northern half of the county on the Erie-Ontario lake plain: a flat, abandoned lakebed left behind when glacial lakes drained roughly ten thousand years ago. About 29 percent of the county is mapped as deep soils formed in glacial lake sediments. Within the city of Buffalo and its suburbs the survey maps large tracts as Urban land over Odessa and Niagara soils, both of which carry a seasonal high water table in the upper subsoil from December through May. The Odessa soils are silty clay with slow or very slow permeability.
Clay like that does not let water pass. Rain and snowmelt that would soak away in a sandy town sit in the backfill against your foundation instead, and the weight of that water pushes on the wall and under the floor. That is hydrostatic pressure, and it is the reason a Buffalo basement can be dry all summer and wet every March.
The weather supplies the water. NOAA's 1991-2020 normals for the Buffalo airport show about 95 inches of snow and roughly 41 inches of total precipitation a year, with around 124 days when the low drops to 32 degrees or below. March averages a high near 42 and a low near 26, which means the snowpack melts by day and refreezes by night, on ground that is still frozen a few inches down and cannot absorb anything.
Then there is the housing. The Census Bureau's 2024 American Community Survey estimates that roughly 61 percent of Buffalo's housing units were built in 1939 or earlier. Those houses have rubble stone, brick or early block foundations laid without footing drains, exterior membranes or sump pits, because none of that was standard when they went up. Add a combined sewer system that the EPA said in 2012 was overflowing about four billion gallons a year, and you have a city where wet basements are the rule, not the exception.
The assessment starts outside. We walk the foundation looking at grade, downspout discharge, window wells, driveway pitch and where the neighbor's lot sends its water. Inside, we look for the tell-tale marks: efflorescence and tide lines on the wall, staining at the cove joint where wall meets floor, rust on the bottom of the furnace or water heater, and cracks with a wet edge. We check the floor drain and any existing sump to see whether it is a storm connection, a sanitary connection or a real pit.
Then we tell you plainly what is happening. Sometimes the answer is a gutter and a downspout extension and nothing else. Sometimes it is a full perimeter drain with a sump. Often it is a crack injection and a drain on one wall. You get a written scope naming the system, where it goes, and what it is meant to stop.
